On Jan. 30th 2007, Norwich City Council passed a motion from the Green Party for year-on-year reductions in carbon emissions of 6%. This is to be assessed and reported to full Council annually as part of the budget cycle and to the Climate Change Panel on a regular basis for monitoring. Councillors have been encouraged to do a carbon footprint and publicise their score, and consider how they can set a public example to their constituents by reducing their footprint.
While, at Norfolk County Council, the Green Party group made an innovative budget proposal in February for a Climate Change Mitigation fund to be established with £2.4 million this year and over £5 million in future years – there was wide cross-party support for the concept at the Council budget debate. £5million was chosen as 1% of council budget – similar to 1% of GDP recommended by the Stern report.
This was not adopted at the time, but Cllr Andrew Boswell, who is also coordinator of the Norwich and Norfolk Campaign against Climate Change (N2C3), reports that Norfolk County Council is now creating a fund of ‘Invest to Save’ money (around £200,000) for improving energy efficiency in its own buildings following his budget suggestions. In the long term, it is hoped that this will be expanded across County Council properties, including schools, libraries and other offices.
Andrew Boswell has also chaired a working group for the influential Cabinet Scrutiny committee on improving the Council’s energy efficiency. It is reporting soon with a number of measures to improve energy efficiency, and council mangement and procurement for climate change. Norfolk County Council has also joined the Carbon Trust Local Authority Carbon Management programme. The Council has a draft target of 25% reduction of emissions over 5 years under this project."

Established in November 2006, PCAN is a local voluntary group concerned about the significant dangers posed by man-made climate change. For December 6th 2008 the Scottish Climate Change Campaign is planning a climate march in Glasgow. The purpose of the march is to call for just solutions to climate change NOW in Holyrood, Westminster and at the UN talks. The march will start from Ampitheatre, Clyde Street at 12.30pm with a local up and coming rock band, Auto Safari getting things off to a rousing start. The march will go through the city centre to Glasgow Caledonian University.
This will be followed by an afternoon of music, speakers, films and fun. Speakers from 2pm will include Billy Boyd, founder member of Earth First, Scotland. People attending the march are encouraged to take placards stating what they would do to help combat climate change. This event is supported by a number of organisations including Friends of the Earth Scotland, Action Aid, WWF and Sustrans.
